Cronyism
Cronyism is partiality to long-standing friends, especially by appointing them to positions of authority, regardless of their qualifications. Hence, cronyism is contrary in practice and principle to meritocracy. Cronyism exists when the appointer and the beneficiary are in social contact; often, the appointer is inadequate to hold his or her own job or position of authority, and for this reason the appointer appoints individuals who will not try to weaken him or her, or express views contrary to those of the appointer. Politically, "cronyism" is derogatorily used.

And that is EXACTLY what is happening at CMPD, also.
From what I am told, over and over and over again, promotions and lateral moves to better positions are being based completely on ethnicity and NOT on qualifications, merit or even time on the job, but completely on ethnicity. And the reasons being exactly as stated in your definition of "cronyism".
And in the next few years, the total weakness of this type of "system" will become more and more apparent as these unqualified individuals make their way up the chain of command at CMPD. Well, from what I hear, it's already apparent. The weakest link in this chain is the one that started it, romo. It seems he has been the beneficiary of this type of "promotion" his whole career. And one can see what kind of a "leader" that has produced.
An insecure bully that leads, not by any real "leadership" skills, but by fear, intimidation and false credentials. And by surrounding himself with people that feel "obligated" or indebted to him for their sudden rise in the organization thus creating a skewed sense of "loyalty". This kind of "loyalty" has allowed him to get away with the screwed up things he has done and is doing.
Curt Walton and the rest of the "commissioners" need to go.
They are afraid of their own shadows. (and I am a lefty liberal democrat).
I guess we will have to facilitate change with our votes, as these people seem unwilling to take any action on the, alleged by many, unethical behavior of Harry Jones or romo.

Just visit Detroit, Los Angeles, ATL and Chicago (inner city Chicago not the suburbs).
You will see upon visiting those regions that Cronyism and Public Corruption goes hand in hand.
Sidebar: Since we're on the subject of Los Angeles, there is absolutely NO way CATS new chief Carolyn Flowers is going to obtain Federal funding for a Street Car.
I told my readers that Anthony Foxx wasn't going to keep his word about that Streetcar named Desire.
He and Nancy Carter just used that Streetcar Lie as a ploy to win favor with Low Income constituents, most of whom only voted for Foxx based upon his race.
Now that the City isn't going to purchase Eastland Mall, do Voters who reside in West Charlotte really believe Foxx is going to spend money on a Streetcar in a Recession????

Alas Charlotte hasn't seen anything yet.
By the time Anthony Foxx's two year term is over and by the time 2012 arrives, Charlotteans will be itching to visit voting booths.

I did notice that the Charlotte Post has a survey on Harry Jones and his bonus after two weeks only one person voted.
What's up with that? I thought the black readers of the Charlotte Post would be lined up to support Mr. Jones.
