Another CMPD Officer Arrested

A Charlotte-Mecklenburg police officer was arrested Wednesday for allegedly falsifying time sheets for his second, off-duty job at the Arboretum Shopping Center.


Jeffrey T. Taylor, 46, faces a felony charge of obtaining property by false pretense, records show.

A criminal investigation shows Taylor falsified time sheets between October 2012 and January 2013, according to a CMPD news release.

Taylor has worked at the police department for 24 years. Department officials placed him on unpaid administrative leave after he turned himself in Wednesday night.

Most recently he had been working as a school resource officer at Phillip O. Berry High School in the Metro Division.

“The actions of this officer do not reflect the character of the dedicated men and women that wear the badge of CMPD with honor,” police Chief Rodney Monroe said in the release.

Taylor was in custody at the Mecklenburg County jail. His bond amount was unavailable.

The last one that did this still has his job, got his suspension cut in half, got his off duty permit back and is still working his off duty job at the bus station...hhhhmmmm.....

At least everything is staying on the same path to desctruction. A black officer does this and nothing happens (his punsihment actually got overturned) but a white officer does this and hes arrested and is an accused felon. The future of CMPD is going strong.

Two different scenario's. One was not putting his time in the system and the other was double dipping.

He hadn't put his time in the system, but he did not double dip.

He was caught falsying his time sheet to be paid more money than worked.

Someone has to make this a racist issue. He is a good guy who did great things for kids.

punishments: there are no across the board standards, it us simply who he wants to throw under the bus.

She absolutely abuses her "power"...seems her only real job is to protect and promote her "favorites" and destroy the people she is prejudiced against. But what do you expect from a known liar who is a joke as a "leader"?

The inequity in punishments is blatant!

There are no standards but LOW standards at CMPD!

To 3:38 .... Not really ...a south division school resource officer is off in Paris, France claiming to be working at his school. He is cited for termination but not charged criminally. Jeff is charged criminally. One black, one white....scenarios about the same. What gives then?.

Dam Monroe, What kind of an organization are you running? YOu and your croney administration have totally fucked up a wonderful police department. In only 5 yrs too. I am so ashamed of ever mentioning the fact of being a police officer, You have no integrity, no morals. No one can trust anyone employed with your organization, not even your own friends. You do have one thing to own. You are a racist chief in appearance. You protect most all black officers and a few white officers, like rutledge and carver. How the hell do you come up with this double standards. Braithwaite sits in the office collecting a check after being arrested for domestic violence, assault by pointing a gun, etc. Carver and rutledge get 30 and 60 days off for violating state law. It was not this way when you came here. You need to leave and take your friends with you.

You officers on here need to get off your butts and fill this column with names and incidents of racism when it comes to violations, crimes and punishments of officers. The unfairness of all this is just mind boggling.

Lets hope this new city manager sees thru your BS and sends you on your way. Does he have balls or peanuts?

You must be BLACK. It is a white and black thing within CMPD and Rodney Monroe has a chip on his shoulder. Just look at all the punishment which has been issued to white and black officers. My point Braithwaite, who is still working and after being arrested.

I'm glad that I got out of that fucked up department in plenty of time. It is just one big pile of steaming shit.

Just to set the record straight, Brathwaite is no longer a CMPD Officer, he too has finally been cited for termination...he's awaiting appeal to the Civil Service Board and Superior Court for his criminal charges...meanwhile, since his termination his attorney was arrested for DWI

I wanted to post some more for this story but, I'm taking some "comptime" to go work my off duty job that my good friend who's a major is over....my Sgt. told me I couldn't go but, I threatened to have my friend the major (who's over my off duty job) have him transferred to a 3rd shift spot somewhere!! HAHAHAHAHA!!! Off I go to make the bucks suckers!!!

Off duty work has ruined the careers of many good officers. You would think that we would eventually learn from the mistakes of others but even cops are vulnerable to greed. So sad to see a veteran officer piss away his career over a few extra bucks..... Take a moment to reflect about past careers ruined before you make a decision that can affect yours. We also cannot justify our actions by pointing to the poor examples of leadership within the department. The only way to change the culture is from within and leading forward. Just a word from the wise......

I think sometimes people are naive, or just plain stupid and can't or won't believe that someone that has been entrusted with the public's welfare is corrupt, and has no compunctions about lying.
There is no moral center at CMPD, there is no one willing to
challenge the corruption.
Medlock was one of the worst offenders, and he mentored Graue and Zinkann well in the ways of deceit, corruption and revenge.... Well, he just took advantage of their already obvious character flaws.
But Hysterical Harold took his cues from rodney.
Levins must have a dossier on everyone on Command Staff by now... He is like J Edgar Hoover....he knows where the bodies are buried. Will he use his power for good or evil?
Someone every day tells me how screwed up Command Staff is. Graue 's name is always at the top of the list for dirty dealing and lying.
As someone said, karma is a bitch.
Will people lie in court?

people have already lied in court. IA was informed. The DA should do more digging in that area, but since Selvey and Murray continue doing what they have been doing, let's see if the new City Manager has any backbone. The SBI should have someone parked in IA.

none of the network news or paper here have the integrity to even ask the questions and run the refusals.

When this comes to court I hope this officer wins and then sues their ass off. It's what Charlotte deserves for hiring somebody because he's black. Because he certainly wasn't qualified.

All I know is an innocent man has been arrested that has given 24 years of his life to this department. He is hardworking and they say he didn't work at the shopping center but I know for a fact he did. He has always fulfilled his obligations there. Now we are finding out all this other stuff that is going on in the department. Come on now who thinks a man would risk a 24 year career over $285.00. I call BS!!!

I agree. JT was an excellent SRO. I worked with him 2 years. Not a nicer more down to earth person out there. I think that this off duty debacle has been going on in the department for awhile and they needed someone to make an example of. I hate that JT was the one chosen. This is how it will end for him....case will be dismissed in exchange for him turning in his LEO cert. they will play a game of "let's make a deal".

In a four month period he took 285.00 in off-duty that he didn't work. That's on the warrant. The victim business didn't even want to prosecute. He was on paid suspension for this incident when Captain Harris called him to come to the LEC to talk to IA some more. Well when TJ got to LEC someone told him was being set up. JT then left. They had the media there, He was to be arrested at the LEC and walked out to a patrol car in transporting officer spot. When he walked out the door the media was to be there filming him being put in a patrol car. HAHA that didn't work out. He will pay back the 285.00 and the charges will be dropped. Look at White, Wes Brandon, and McGraw for a reference. If I took a case like to the D.A. on a citizen it would of been dropped to a misd. larceny or just thrown out.

From what I have heard, the EEOC UPHELD Pless's
complaint.
The rumor is that CMPD refused to concilliate.
Don't know where it stands now, but the next step would logically be a lawsuit.
Rumor also has it certain D.C.'s were less than honest when talking to the EEOC.
No shock there.

I hope his attorneys file an injunction to prevent destruction of any and all records. What would they do, take Rodney and CMPD's word for it?

every officer to DC that lies about a police investigation and/or to police should be fired and prosecuted. That should be the standard. But what do you expect with a chief that got here the way he did?

JT should not falsify time sheets and work undocumented jobs. It makes it harder for the officer who honestly does the work. He was warned. EEOC doesn't help officers who break the law. whether he did it once or one hundred he knows better. what are you people thinking.

I may have been kicked out of my detective position because I'm a putz but, you will see!!! Give it a break. Cops are held to a higher standard. Like previously stated, once or a hundred times, $1 or $1mil, he was warned to take care of it. It's on him.

I have known the accused officer for years and know exactly what kind of person he is. He has an upstanding character with a love for others. He is always ready to help someone else and calls his fellow police officers his friends. He has been proud to be part of the CMPD and has given his almost 25 years to them with pride and respect. He would never do anything to jeopardize his good name or his career. He has worked with kids on his own time and has done this because he wanted to help them and give them opportunities they may never have otherwise. I don't think anyone should be so quick to judge him until the truth really comes out. Before this blog, I did not realize there was such turmoil in the department. I think this explains more to me than anything. He is going to be used as an example and no one really cares about his character or who he really is as a person and a police officer. I hope everything works out well for him and the CMPD have to pay for ruining a family and a man's career. Unless we have the proof in hand, rumors are nothing and I would not repeat anything that I did not know to be 100% accurate. We need to put ourselves in his shoes because none of us are perfect and can be targeted at any time. Those of us that hold jobs know exactly what I am talking about. I hope a police department isn't ruined because of this but it sounds to me like there needs to be some investigations done on the higher beings that call themselves "in charge."

Bottom line is since the arrival of rodney,ethics, integriy, honesty, fairness, a level playing field, ANY semblance
of any standards, .. All of these things no longer exist.
There is no leadership, no one respects Rodney and his cronies.
Where there is no respect, there is no discipline,
no role models.
He has absolutely promoted based on ethnicity and gender totally disregarding qualifications, experience, leadership and tenure.
Cronyism rules with rodney.
It has weakened Command staff thus weakening the whole department.....all for his personal agenda of
Diversity at any cost, and the cost has been enormous at CMPD.
The coverups, the lying, the retaliation, the bullying,
the hostile work environments, the ass kissing to get rank, all of this has lead to a totally dysfunctional work environment with the lowest morale anyone has ever seen at CMPD.
People are praying for him to leave and take many of his
Cronies with him.... And hopefully have someone come in and clean house and try to restore some dignity and
Integrity to CMPD.

The business did not want to prosecute? I guess that means someone within CMPD created the complaint.

I hope this is not like a situation I ran into years ago. A company I worked for used off duty. We wanted the officers to come in at different times and stay for a 4 hour shift. That way thugs would assume we were covered at all times.

Payroll was prepared midweek (every 2 weeks), but we requested that the time was submitted through that Friday, to be paid the following Friday. If there was a change in the amount of time worked they were to adjust that in the following pay period, but if the start/stop time changed, we did not worry about that.

Anyway, we received a call requesting time sheets for an officer. It could have easily looked like a duplicate time if they ended up getting off their shift late during the prerecorded window, but the problem would have been with the process, not the hours worked and not intentional.

I supervised Officer Taylor for more than four years while he served as the SRO for Berry Academy of Technology. I can attest to the character of this man as meeting the highest ethical and professional standards established by both law enforcement and education. The man is not a thief, would not cheat anyone out of a dime, nor whould he tolerate such actions by others. I have dug deeply into this matter in an independent fashion and it is clear to me that Officer Taylor is being set up to take a fall. Why?? Only those directly involved in this matter know why. The man simply would not falsify anything; his moral compass does not swing in that direction. This affair is tinged with racial overtones as different standards have been applied to black and white officers, again an appalling practice and one which only undermines the integrity and effectiveness of CMPD. At the end of the day, Officer Taylor will be vindicated and those responsible for destroying his reputation and causing him extreme mental suffering will be held accountable.

Are off duty time sheets for time paid by private businesses public records? If not, they should have to subpoena the darn things like anyone else. If the business went to CMPD concerned about a problem or to make a report, that would be one thing, but when CMPD goes to the private business, their motive is concerning.
