CMPD's dirty little secret - racism.
This is not the white cop shot unarmed black teen Tryvon Martin type of racism that fuels the black lives matter crowd.
Truth is in Charlotte CMPD Officers don't see color white or black they don't have the perceived race issues with the public most cities have. If fact if you are a Black Thug or Hood-Rat pointing a gun or charging an Officers with a knife your chances of getting shot by a Black Officer are just as good as getting shot by a White Officer.
This is a much more sinister form of racism.
This sort of racism is problematic because it taints the entire department not just a few red neck hold overs from the Darrell Stephens days. No this sort of racism affects the entire department and the Esprit de corps that departments need to effectively deal with the public.
Much of this can be traced back to Rodney Monroe and his underlings.
Pay, promotions, duty and shift assignments, secondary employment and shift supervisors, is just the tip of the shitberg - and many feel that race plays a very large part in who gets what. A common thread is that a handful of Black officers do nothing, leaving the "heavy lifting" to a number of guys who pull more than their own weight.
There seems to be a large amount of favoritism that is race based.
When this sort of thinking starts, it eventually comes down to second guessing who's looking out for who. That sort of questioning starts to seep into the daily lives of Officers and before long you have a department in which no one trusts anyone.
Effective policing requires confidence that the guy standing next to you will have your back no matter what and that the only color that matters is BLUE. That your back-up who is rolling your direction will step-it-up if you need him and even bend the rules to help you.
CMPD is suffering from a big case of Rodney Monroe hang over and while most CMPD lifers see Putney as a far better leader there are still the Monroe hold-overs.

It will only be great if there are names, incidents, dates and followup reports to IA. Otherwise it's just complaining.
I think it’s more who you know than what you look like (unless you are female). There’s just a network among black officers, Sgt’s and on up. I hate how they make people interview for everything like they don’t know who they are going to pick ahead of time. They really believe officers are too dumb to see through that shit. Then they make those idiots in cmpd HR review the questions like they know what the fuck they’re doing enough to keep the department from getting sued. They can’t even solve the most basic of pay issues.
Why is every SRO in Charlotte black? They all want that easy, cupcake job that gives them an instant paycheck. There is no work to be done, just lean on the wall. Even the teachers grade papers and teach classes. They get paid less money and have higher educations.
Tyrone Ruff is an SRO at a K-8 School. Is he going to arrest a 4th grader in spelling class? The blacks are just holding jobs until they can accidentally pass the SGT exam and sit in the South office.
I think and I hope everyone will agree that should ever the situation arise where the call is "shots fired officer down", no one and I mean no one, in this department will take even a fraction of a second consider if that officer in need is black white latino male or female before rushing to their aid.

I think Preston is what he is. He gets concussions from his football days, which is how he got through school. He takes pills to stop his schizophrenia from flaring up, and he is ready to be a marter for his cause. Preston has a little troll kid; and he still shows up to work in a socioeconomically depraved area. Given his poor circumstances and life choices, he is in a better spot than prison. I do feel bad for his daughter, since she will have to deal with him for the majority of her life. CMPD can't really stop people from doing this job, as long as they show up and answer calls. Preston is what he is, and JonBoy Thomas knows this. It would be fascinating to see a research study completed on Robert Preston; but CMPD would need his written sign off, which he would never allow. He still risks his life, everyday.
Who gives a shit how Cedar spells Trayvon that thug is maggot food. Let that sink in. He is no more of value today than the day before he ate his last skittles. And as you know if it wasn't George Wanna Be Zimmerman it would have been some underpaid over worked cop trying to scrape enough secondary to stay current on his cable bill.
