CMPD Captain Fired

Well liked, career CMPD Captain Chuck Adkins has apparently been fired by Chief Monroe. Adkins had been with the department since 1991.


Adkins who served under three different department chiefs found himself in Chief Monroe's cross hairs early last year when he got into a altercation with a 16 year neighborhood thug Jamel Malik Williams.

According to news reports from January of this year, the teen was charged with assaulting Captain Adkins but blamed the fight on Adkins putting dog feces in a friend’s mailbox.

The issue was later resolved and Adkins kept his job.

However, sources tell Cedar Posts that Adkins again found himself the center of controversy when he disclosed that he refused to help the victim of an apparent kidnapping and assault that came to his residence recently.

The victim presented herself at Capt Adkins home late one evening, and later became the subject of a missing persons case. No word on the status of the victim.

It is also unclear if Captain Adkins is appealing the firing.

Cedar Posts Bonus: Jamel Malik Williams has been arrested in December of 2011 charged with four felonies and one misdemanor, and again in May of this year again charged with two breaking and entering felonies. William while only 16 weighes in at 240 pounds and is a high school dropout.

Cedar Posts Update: A couple of people from the MSM called over to ask CMPD what was what. CMPD's answer was the usual "I don't know what you're talking about".  This is of course CMPD's MO/SOP and the same thing they tried to say (albeit briefly) with Marcus Jackson.

You can expect the formal answer will be something along the lines of "he's still on the payroll".  This is all fair in personnel issues, but this is more than Adkins was a bad cop and Monroe wanted to get him off the force. This is a missing persons case, and apparently Adkins was the last to see the woman alive. 

Cedar's Take: Personally I think the firing is a little heavy handed since Adkins outed himself. Confession of your sins is normally a pretty good reason for not being fired unless the Chief has it in for you in the first place.

Don't anyone get all worked up about failing to render aid, after all Vicki Foster has said publicly she wouldn't help anyone if they were not a Christian. I man had been attacked before by neighborhood thugs so maybe he didn't feel like dealing with another nut case. I'm not saying it is right, just that many CMPD Officers have committed much more serious transgressions with little if any consequences.

It the captain refused to render aid, even if only to call a patrol car to take the victim's statement; then he should be fired. It would have take very little time out of his busy day to call 911 and get a car there to help the young lady out.

what kind of sick person would do that? let alone a police officer, who has no excuse about being unable to protect themselves...
oh, wait, a sick person that would shove dog feces in a mailbox might.
and bosses who covered it up might, too.

find out who this missing person is and publish the details.

these two incidents are not the only ones with this guy.

this guy is not the only house cleaning.

Maybe "Twinkle Toes" Monroe will be next......his many transgressions since coming to CMPD amount to much more than what this Captain did.

He has lied, covered up, broken all kinds of regs, treated people with disdain and no respect. Has thrown many under the bus, exhibited total favoritism and has shown no remorse for the many lives he has ruined at CMPD.

A little man with very little self awareness and even less mental capability...surrounded by idiot sycohpkants.

also, several officers lied on the stand in the last two weeks, and they know in the office, and I'm sure they are still on the job. ro knows. and his bosses know.

The Chief cannot "fire" a captain, he can only recommend his termination to the Civil Service Board, who would hold a hearing and make a determination. The captain rank in CMPD is a Civil Service protected rank. The Chief can only suspend an officer with Civil Service protection to a maximum of 30 days without pay.

what happened to the woman? Which missing persons case is it? Why didn't he let her in and how long did it take him to report? How many other people knew along the way??

Is there any end to this corrupt crap in the CMPD, led and covered up by the guy at the top (down low)?

two weeks ago. also admitted not making arrests/reports when they were supposed to (the ones that weren't caught lying). guess that's how martha got her special crime reduction pins.

Granted the Cpt should have called 911 and have a car dispatched to his home for this lady..This would cover his ass. But the question is."How did this woman end up at his front door out of all the houses in that neighborhood?"..It just dont make sense.!!

Capt Adkins is offered the same due process as any other officer. We have a Civil Service Board here which prevents the Chief or politicians from dictating their will in hiring and firing decisions. Thank goodness for that. Remember, the Chief can only make a recommendation" that an officer be fired. The ultimate decision rests with the Civil Service Board.

Anonymous 6:59 the current "process" is the farthest thing from "due process" on the planet. A buddy of mine was wrongly cited for termination at the end of July and then told they wouldn't be holding his Civil Service Board until March of the next year. The City of Charlotte views a Termination Citation as a Leave of Absence without Pay. Which means in order to make it to the Civil Service Board Hearing my buddy would have had to go without a paycheck from the end of July until March. 7 months no paycheck! He couldn't pay his mortgage and had no other choice but to resign so that he could attempt to live off his pension for a few months. The Chief and his cronies do whatever they want, to whomever they want and there is absolutely no checks and balances.

Now I'm hearing stories of a black male officer from the University Division who stole and cashed another Officer's off duty check but was never punished. A Police report that was completed for the criminal portion of the incident has since been deleted. There's video surveillance of him cashing the check he stole! How much is it going to take before the FBI pays attention??

It's going to take you naming names and putting out the reports and dates. It's going to take giving the information so we can ask for it and publish it. Power and protection in numbers.

Why would you protect a piece of crap that would steal from anyone, especially another person in a badge? They don't deserve a badge, they deserve jail and then a different job, with a record.

The IA Major is obviously sitting on his thumb. And so is our illustrious DA.

That general idea should apply all the way up the chain.

The FBI doesn't give a crap about the corrupt CMPD. They know exactly what's going on and how bad it is. It has been reported to them and they won't do anything. They are as impotent as the Mayor and Council. They have the same character as the Manager. The SBI is the same. Might as well fire all of them and rent out office space to reimburse the tax rolls.
Defense attorneys must like lying cops because they get more business. and bosses of lying cops seem to like the way it makes things easy for them. there's nobody honest in charge anymore. charlotte is a pit. Little Robbie and his companion Brian will do anything to continue what is going on.

There is much much more to this story than what appears here...12:01 knows the truth as well as a few others. The truth will come out only at the civil service hearing. Hopefully the board members listen and determine who is really fabricating BS..The cpt is being victimized and everyone knows it.

That guy (Muslim, not Muslin) has been arrested before for many things including strangulation, assault, drug charges. Marshalls got him in Pittsburgh after he left Charlotte by bus:

If she made it to Adkins for help and he turned his back, he should be fired. Reports say she was severely beaten, stuffed in a trunk, held hostage, tortured more, assaulted with several objects and managed to escape.
Also, this is not his first "alleged" problem on the job.

This woman is at least alive, after initially being missing. She could have been killed or died of injuries once someone refused to help her, if that is what has happened. It would be good to get clarification from Adkins and the CMPD. But that would require leadership. And honesty.

Sgts in squad help cover up misconduct and keep reports from being written. Sure not all of them, but plenty that I know. And IA knows. And the spineless weasels are covering it up, too.

I know this thread is a little old but as a recently "cited" officer with CMPD I have a little experience with the system. I was injured on the job and was not properly treated, leaving me in constant pain and permanent nerve damage. When I filed a worker's comp suit against the department someone "complained" about me and I was cited for termination for misconduct without interviewing a single witness. It was their workd against mine and mine was not taken into consideration at all. That was last year and I was told that my civil service hearing wasn't going to be for at least 6 months and I was encouraged to resign. When 5 months went by without me resigning and the Fraternal Order of Police denying my coverage after promising me the coverage and having me pay my dues, the department called me in for another hearing from something that had happened over a year prior and used "cleaned up" DMVR footage to claim that I lied about an incident and re-cited me again. All of this within months of my ability to medically retire... Plus the chief had a story published all over the news about how the civil service board "never" upheld his decisions and then used that to re-created the civil service board and get a retired Internal Affairs Major on the board, the person who is responsible for citing officers...how's that for "civilian" due process...
