Medlock Jumps Ship as CMPD Rank and File Do Their Happy Dance

Fayetteville's Police Department will become all to familiar with Harold Medlock's autocratic management style and ragging temper before the end of February.



Many saw Medlock's DNC assignment as making him heir apparent to succeed Rodney Monroe. So what happened in the wake of the convention? Many suggest that Chief Monroe expected a call back to Washington, a call from Bo that never came. Which gave Medlock no move but out.

According to the Fayetteville Observer:

"Fayetteville's next police chief says his administration will focus on gun violence and police technology and training.

"We are going to focus on people who use guns and firearms to assault other folks or to rob other folks," Harold Medlock said Wednesday.

Medlock, 55, a deputy police chief in Charlotte, was introduced at a news conference Wednesday outside the Police Department headquarters, where more than 50 city employees had gathered.

"I'm thrilled to be here today," said Medlock, who had driven into town with his wife, Gloria. "This is a highlight of my career. This is a capstone."

Medlock plans to start his job Feb. 18, overseeing a department of about 390 officers who came under scrutiny more than a year ago over vehicular consent search practices that stopped a much higher percentage of black drivers than white ones.

"What I'm asking the community to do is to give me a chance, to get to know who I am and give me a chance to make an impact in building that trust," Medlock said.

Medlock said he plans to be accessible to the public and be at the scene of any major crime.
"I like interacting with the community," he said. "I thrive on that, and I love working with cops."

He complimented the Fayetteville police force, which is nationally accredited, and said he looks forward to getting to know the officers.

"We are going to look at some exciting things moving forward, a lot of new technology and a lot of opportunities in this profession," he said.

"We are going to explore all of those," he said. "We are going to be very aggressive in making sure we have the most up-to-date Police Department, that we are the best-equipped and the best-trained in the state of North Carolina."

Medlock will be leaving a command that had put him in charge of about 800 officers in the southern half of Mecklenburg County in the state's largest metropolitan area. He said his focus in Charlotte has been on reducing crime and improving the quality of life.

"And I want to bring that same enthusiasm, that same focus to FPD," he said.

Medlock's most recent assignment was coordinating security for the Democratic National Convention in September. It was an immense undertaking touted by Voorhees.

"I'm very excited about his ability to connect with the community," Voorhees said.

Mayor Tony Chavonne and City Councilmen Bill Crisp, Wade Fowler and Bobby Hurst, who were at the news conference, said they are pleased with the selection.

"I think he will do exceptionally well, and I'm optimistic," Crisp said.

Hurst said Medlock's resume is impressive.

"I think he'll be able to bring a lot of good ideas here," Hurst said.

Medlock's span with Charlotte-Mecklenburg police began in 1993.

Charlotte Mayor Anthony Foxx said through a spokeswoman that Medlock has done "an excellent job serving Charlotte over many years."

"I'm very sorry to see him leave but wish him well at his new post in Fayetteville," Foxx said.

Few CMPD Officers have the same feeling toward Harold Medlock as Mayor Foxx, and while most are doing a happy dance, once the reality sets in that the next Deputy Chief will more than likely be worse, they will stop dancing.

Who will it be? Ruth Story, Sherie Pearsall, Bruce Bellamy?

In the end CMPD Officers on the street will keep doing their job, never mind the idiots above.

My guess would be Sherie Pearsall, as she has done such an outstanding job at the Academy...NOT!!! But she will be the next DC, rodney has already promoted her way above her capabilities, but "abilities" never factor in his promotion agendas.

As for Medlock, good riddance to a pathetic excuse for a police officer. His huge ego always trips him up. For such a good " christian" man, he does not know the meaning of humility. Just watch your back, never trust him.... and always, always call him The Big Chief!

Don't think he will "live" in Fayetteville. I reckon he will NOT sell his house in Charlotte.....

And he loves attention, so he will be strutting around like a peacock, as someone said, he will love being a big fish in a tiny pond.

Make no mistake, his tenure will be all about Harold, not about the Officers or City.

Um... Ruth Story is already a DC, and she's getting ready to retire, so hold onto your hat, folks -- Monroe will have TWO vacant DC positions to fill. Lord help us, but still... Medlock was just awful to work with.

It will be Pearsall and Bellamy. They would never, ever make it under any other circumstances other than rodney
promoting them, and rodney knows it.

God help us all if Bellamy gets any more clout. This idiot addressed my neighborhood group several years ago when our area was experiencing a jump in crime and lack of police presence. One elderly resident brought up that there had been several car thefts on her street (including her own car) and there were still no regular patrols coming through. Other neighbors had the same issue with lack of police presence and that nothing was being done about known (and often reported) drug houses. Bellamy addressed the thefts by telling us that police can't prevent crime - it happens anyway and his personal vehicle had in fact been stolen from his driveway just two weeks before. He failed to explain how that was relevant. He went on to tell us that not seeing police in the area is a sure sign they are working an under cover operation.My neighbors and I have complained about one dealer for 7+ years (maybe five since Bellamy came and BS'd us) and never saw results. Luckily for us the problem took care of itself earlier this year when a robbery gone bad. The thugs are doing more to clean up charlotte than CMPD is.

Is someone suggesting you testify about officers who lie on the stand? Who fill out false arrest reports? Or did someone make something up (who is not an officer)? Failure to supervise? Obstruction? Hypothetically, of course--just trying to think what someone may have in mind.

Medlock was never even an average cop.

It has never been a calling for him, evidenced by the fact he left the department for six years to sell motorcycles for Gods sake.

"Real" cops don't treat subordinates with total disdain, real cops don't verbally abuse subordinates, real cops don't go off on red faced screaming tirades to subordinates when he doesn't get his way. Real cops don't use their positions to carry out personal vendettas against people.

Real cops don't expect respect, they EARN it.

He is a vain, pretentious social climber, who thinks titles automatically get you respect.

I heard a story about this officer who was targeted by "Big Head Ed" Levins a few months ago. Levins took out a personal vendetta on this officer and cited him for termination for something that CMPD officers do pretty much everyday. Except this officer was simply covering for incompetent rookie officers and trying to keep them alive. Instead of fighting it the officer tried to better himself by leaving what has become the most corrupt Police Department in the southeast. This officer got himself hired by the Magistrate's Office and appointed as a State Magistrate, only to have Levins follow him to his job with lies and offer up confidential information about the officer to get him fired. Let's not forget that Levins has gotten away with more corruption and "conduct unbecoming" in his career than any active officer I know of. I bet Levins' hypocritical ass-kissing ways put him in line as the next DC. Don't these clowns know they're messing with people's livelihood?

Good question...not sure what the beef with Levins was...I heard he helped some rookies out of a tough situation, gave them some advice when it was requested, and helped them search a vehicle...the searching of the vehicle I think was the only thing the officer actually did, and only after PC was developed by the rookies.

Get this Guys......someone told me this morning that Monroe sat on the Board in the Fayetteville Chief selection
process.

If this is true, and I believe it is, seems the fix was in from the beginning.

Maybe this time around, Medlock will use this opportunity to straighten up his act. Sometimes, it takes throwing a big fish in a little pond to humble it. He had 20 years to screw up his reputation with CMPD. Now he has a chance to hopefully redeem himself by establishing himself in a new city and have a positive impact and focus on something and someone other than himself. He certainly has big shoes to fill from the last chief for FPD. That guy was all about his officers and the city he served. Time will only tell...
