South Charlotte Domestic Situation Turns Deadly Ardery Kell High School Student Dead

What should have just another tranquil Sunday morning in the upscale golf course community of Providence Country Club turned tragic rapidly around 4 am.

The facts are scarce but what is known is that a 15 year old Ardery Kell High School Student is dead and so is a 51 year old man.

Updated below to include additional details just released by CMPD - 12:01PM - 2-25-2019

According to CMPD John James Bocek 23 was found shot outside a home on Glen Abby Way and later died of an apparent self-inflicted gunshot wound.

CMPD Investigators believe that Bocek forced his way into the Providence Country Club home and was confronted by 51-year-old Matthew Chaplin and a 15 year old Jenna Elizabeth Hewitt who was a friend of Chaplin's 16 year old daughter who also lived at the home. At some point during the ensuing altercation Bocek shot both the Hewitt and Chaplin. Both died inside the Glen Abbey Way home just after 4 am on Sunday.

During the attack Chaplin's daughter escaped and was able to run to a neighbor's home were she called 911.

Jenna Hewitt attended Ardrey Kell High School along with Chaplin's daughter.

At the time of Sunday's shooting CMPD had warrants for the arrest of Bocek on robbery, assault with a deadly weapon, and firearms charges stemming from events that occurred on Wednesday February 20th at the same 11421 Glen Abby Way address.

Bocek was also due in court on February 25 in Union County 18CRS055023 Felony Marijuana, Concealed Weapon, DWLR, Felony Pos. of Firearm By Felon, and Drug Paraphernalia. He was also to appear in Union County District Court on March 4 for Felony Traffic Charges.

According to MCSO Bocek had an extensive history of arrests and charges including:

Injury to personal property

Injury to real property

Breaking and entering to terrorize or injure

Assault on a Female

Communication Threats

Cyberstalking

Harassing Phone Calls

Cedar's Take: 

The inability of CMPD Officers to located a convicted felon known to be armed and dangerous in South Charlotte should be a major wake up call to Charlotte City Council. This did not have to happen.

For some reason CMPD was caught flat footed with outstanding warrants issued a week earlier for Bocek who had a ongoing history of attacks directed at the Chaplins. 

Clearly 23 year old Bocek was a ticking time bomb obsessed with Chaplin's 16 year old daughter and had he been picked up this would not have happened.

The questions are obvious, did lazy police work contribute to the death of two innocent people? Are South Area Officers up to the challenge of finding a dangerous felons? Is the MCSO more concerned about handing out warm fuzzies to immigrants than protecting South Charlotte Citizens? Just how understaffed is CMPD? Did the lack of "boots on the street" prevent CMPD from locating Bocek? Did the ever increasing 911 response time contribute to this tragedy? 

CMPD VCAT Unit was working up a "plan" based on the 2-20-2019 warrants but at the time of the murders there was no active effort to apprehend Bocek.  

Whatever the excuse it is totally unacceptable. This is a tragedy that could and should have been prevented and the blame goes right to the top as well as the potted plants on Charlotte City Council.

CMPD picks and chooses which laws to enforce. They pick and choose who to enforce.


Meanwhile...the 911 call times are at 1 hour and growing! Could you imagine waiting 1 hour for the cops to arrive??

Both 12:18 and 11:44 are wrong. So is 11:01 its actually worse for the department than that. Seems the misfit toys in South District were unable to track down the killer on warrants that were issued the week before.

From 12:18: I stand corrected: earlier reports are now corrected and it was an outside person (male) who entered the home and started shooting, killing the victims then allegedly trying to kill himself. Apologies. However, the part of the comment about how wrong it is to just call women crazy whenever anything happens stands. It is wrong and dangerous.

I'm saying if CMPD South guys failing to pick this guy up given the profile I'm reading heads need to roll. His arrest should have been a top priority. Someone fucked up big time. This isn't a screw up that can be fixed by re-assignment. This fuckup goes all the way to the top.

12:57 so you're saying its CMPD's fault this scumbag killed these two people and because South Area is understaffed and full of re-jects from real crime areas this guy was able to elude officers for a week and even return to the original crime scene to carry out his planned attack?

Cedar I hope you run with these comments it is a well known fact that South Area is understaffed. The 3rd shift is void of experienced officers ditto with Steel Creek.

Damn man thats a tough one....glad my troops aren't involved in this shit. I feel extremely bad for that family. I feel bad for all of the solid CMPD Officers on the grind daily who's give a damn isn't broke.... fucking 29's just setting there for a week on a violent criminal with prior ill shit at same location. I hope there is a way to tie this back to Command staff. the contributing factors for the lack of performance. I know its highly unlikely.

9:46 The MCSO website is notoriously inaccurate and this guy was well known to CMPD South Division as well as the Union County Sheriffs Department. Both were caught with their pants around their ankles as was CMPD's ego squad VCAT. This is a command failure and a capacity issue. No secret Charlotte citizens are without LE officers on the 3rd shift. Check the response time.
