According to countless sources Kerr Putney, the Chief of Police for CMPD, is set to retire at the end of 2019 before re-joining the department to prepare for the Republican National Convention in 2020.
In a letter, Charlotte City Manager Marcus D. Jones announced Monday that Putney will retire at the end of 2019 and return in the spring to continue his work around community policing.
Putney will officially retire Jan. 1, 2020, and following a two-month hiatus, resume his role as police chief in March.
An interim chief will serve during Putney’s short hiatus.
Jones says Putney will step down from the role following the Republican National Convention (RNC) and a permanent replacement will be named at that time.
A formal public announcement from Putney is expected by the end of the week. Jones said transition plans are set to be addressed on Wednesday.
In a video on YouTube Putney addressed the police department about his upcoming retirement.
“Come September 1, I’m going to really transition, truly retire and move on to the next chapter,” Putney said. “It’s humbling to come to the last chapter, the last year of my service here, but I couldn’t be more proud of the work you’re doing. This community appreciates that work, they depend on that work. Keep it up.”
Cedar's Take: The ability to shake down taxpayers and the lengths to which command will go is astounding. Meanwhile rank and file earn a wage that is far from acceptable, are routinely condemned by members of Charlotte City Council and extremist groups.
The boots on the street are under pressure to hug thugs and "deescalate" confrontation with violent offenders all the while the Meck Da, County Sheriff and Jurists within the courts are hell bent on freeing the most violent of criminals back on to Charlotte's streets.

Not so fast Chief! Apparently and even though this has been pretty common practice over the last several years, it seems this too good to be true plan may be just that. By the rules you really have to plan to retire. Putney's mistake was saying "I'll be back". The fleecing of taxpayers thwarted? Stay tuned!

Seems the other shoe has fallen. Kerr Putney will postpone his retirement until a later date. This retire and hire back scheme has been going on at CMPD for years. Of course only a handful of "selected" employees have been offered the magical retirement program that allows you to "double dip".
The trouble is how bad is the mess and who's going to sort it out? The state employees retirement program is the victim, at question is does the fraud cross the line into criminal conduct or just a simple misunderstanding?
Absolute fact is CMPD's highest ranking member was getting bad advice.

I'm all for Foster being named the next chief. Vikki Foster as chief would be the final indignity, the last straw to force the handful of remaining intelligent career law enforcement officers out the door. She can go ahead and claim Charlotte as a chocolate city for all I care.

Retirement? This guy retired 2 years ago when they created the "assistant chief" positions for 2 people. Putney just goes around speaking to groups at churches and corporations. Is that police administration?

So according to the WSOC-TV report, all the officers in the hire back program are “illegal”. If this is true then all the hire backs will have to leave the department, and if they leave, there are going to be a lot more man power pulls for special events and the Panther games etc etc. I guess with the department no longer having to pay the hire backs, they will be able to pay the officers that were in the police pledge fund the money they put in right???

I have been retired a few years. Is this "rule of five" being used for the sergeant's list? If so, they need to go back and look at the lawsuit from the sergeant's list around 1990. I believe that year is correct. That is when some were promoted that were around 70 on the list. Nine officers, that were passed over, sued, and won. A couple of those were then promoted. Since that lawsuit, officers were promoted right down the list, in order. I'm glad I am retired.

Sounds like Marcus Jones was applying Virginia logic to a NC problem. Got to know them laws to be the City Manager. Right before the election too making council look worse than normal. KP May be staying but there may be another vacancy
When I retired from CMPD, one of the forms I was given asked if I wanted to come back as a reserve officer. I politely declined. As I understand it, the reserve officer program is no longer in effect. I wonder if the recent retirees are given a form asking them if they wish to return as a "hire-back?"

There are certain privileged retirees who are cherry picked for the hire back jobs. Positions that would not normally be available for all are magically created for a lot of them.
Gary McFadden had his own damn office on the Hire-Back program. He did nothing.

You are correct. But folks shouldn't get too pissed, though........After all, regular officers who do their time and then get out of policing enjoy the benefits of the Police Pledge $$$$$....so it's there to.......
(oh......wait a minute.........never mind.............)
But yeah it's funny how they booted out the unpaid reserve officers and ended THAT program so that they could provide a 'part-time' paid hire-back system as a reward to the 'connected'. Who don't have a life outside of the police department.
